Noel Massie

President

UPS, Central California District

Noel Massie serves as President for UPS’s Central California District. He is responsible for all operations, customer relationship management, and revenue

management of nearly $2 billion annually. The Central California District employs nearly 11,000 employees and serves over 80,000 customers daily. Prior to his current assignment, Noel served as President for UPS’s Chicago, Virginia, and Southeast California districts.

Noel began his career with UPS in 1977 in Oakland, California. He has served in many capacities within the organization. He started in operations and has spent time in engineering, learning and development, and in Atlanta working in UPS’s corporate headquarters. Noel’s various assignments have afforded him the opportunity to work in the eastern, western, northern, and southern parts of the U.S.

Ashish Aggarwal is a Graduate in Science, and Masters in Business Management. He has had a long stint in the Government of India – in the Ministry of IT and

Ministry of External Affairs (The Indian Foreign Office). In 2006, he resigned from the Government and joined the Private Sector and joined E.I. DuPont India for about 4 years managing their Government Affairs.

Ashish has been working with Qualcomm Wireless Reach since 2010, and looks after WR projects in India and South Asia. He has been deeply involved in community service since 2004 and serves on the Board of the National Scouts Organistion of India, an affliate of the World Scouts Organistion. He is currently their Honorary National Treasurer.

His interests include reading fiction and books on Business Management. Travelling and communication are his other passions – though he refers to them as ‘work’. You could talk to him about pens for hours and he loves collecting different kinds of chewing gums. He lives with his family in New Delhi, India.

Gary Barsley

Manager of Solar Initiatives & Self-Generation Programs

Gary Barsley is Manager of Solar Initiatives & Self-Generation Programs at Southern California Edison, a group that includes administering the CSI

(Cal. Solar Initiative) solar Program for SCE's customers, as well as Programs for customer wind and fuel cell energy projects. All of these programs provide incentives and education to customers who want to install self-generation technology, to produce electricity for their own use at their home or business.

Prior this role at SCE, Gary was Director of Projects for the past 6 years at Shell Solar Industries, and SolarWorld Industries, doing large-scale solar PV projects for commercial and public agency customers. Earlier in his career, Gary spent a number of years at Fluor Engineers; SCE; and Edison International working in engineering, construction, and project management capacities on renewable energy and clean energy technologies. Gary has experience with solar, wind, geothermal, hydro, fuel cells, biofuels, and traditional fossil-fuel technology projects,

He has spoken at many business and community conferences on solar and renewable energy technologies, and teaches classes on solar energy. Gary holds a Bachelors of Science in Mechanical & Environmental Engineering from Univ. California Santa Barbara, and an MBA with Marketing specialty, from Cal State Univ. Fullerton.

Carol Chen

City of Cerritos

Mayor Carol Chen was elected to the Cerritos City Council in June 2008 and re-elected in March 2009. She is chair of the City’s Personnel and Budget/Finance

committees, and is a member of the Business and Industry, Library and Performing Arts Committees. Mayor Chen is a liaison to the ABC Unified School District and is the Council’s delegate to the California Joint Powers Insurance Authority, the Sanitation Districts 2, 3, 18 & 19/Waste Management and the Workforce Investment Board – Policy Board. Mayor Chen is the Council's alternate delegate to the League of California Cities and Orangeline Development Authority.

A proud Cerritos resident for more than 20 years, Mayor Chen has actively served on a variety of Cerritos commissions, committees and professional organizations. Mayor Chen is a member of the Cerritos Regional Chamber of Commerce and the Cerritos Optimist Club. She is also a member of the Asian Pacific Congressional Advisory Council of the 40th Congressional District. Prior to being elected to the City Council, Mayor Chen served on the Cerritos Planning Commission for seven years, including two terms as Chair and Vice Chair. She also served as the Vice Chair of the Cerritos Property Preservation Commission for two years, and was a member of the Community Safety Committee for four years.

Mayor Chen’s leadership of professional organizations includes serving as Director of the California Association of Realtors from 2002-2006. She also served as President of the Rancho Southeast Association of Realtors in 2004, and as the organization’s Chair of the Local Government Relations and Political Affairs Committees in 1998 and 2006. Mayor Chen continues to be an active member of the Rancho Southeast Association of Realtors. She is also President of the Official California Apartment Journal (2008) and Director of the Apartment Association of Southern Cities (2003-Present).

Together with her husband, Tony Chen, she has owned and operated a Cerritos-based real estate investment and property management company since 1988. Mayor Chen has held a California Real Estate License since 1980 and is a Certified International Property Specialist.

Daniel Dunning, PhD

Dr. Dunning has 30 years experience in the fields of telecommunications and network science. During his 9 years of tenure with Time Warner Cable Business

Class he has been involved in numerous projects including leading the team that designed and built TWCBC’s Southern California SONET services network which serves carrier and enterprise customers from Ventura to San Diego. Prior to joining Time Warner Cable in 2001, Dr. Dunning has worked for Silicon Valley hardware manufacturers, DSL network operators, in-building telecommunication service providers, and the University of California.

Dr. Dunning holds a Ph.D. in Physics from Virginia Commonwealth University.

Shiv Grewal is a senior corporate partner with the law firm of Stradling Yocca Carlson & Rauth and is a member of the firm’s Executive Management

Committee.  His practice focuses on representing emerging growth, technology, life science, manufacturing and health care entities.  Shiv specializes in corporate and securities law; including venture capital financings, M&A transactions, initial public offerings, joint ventures, etc.  He practiced law in India before relocating to the United States and also advises U.S. business entities on investments in India, as well as Indian entities on acquisitions in the U.S. as well as on raising capital in the U.S. ADR markets.

Shiv is the author of various articles and publications on U.S. and on Indian law.  In addition, he has chaired various panels and has spoken at various seminars on corporate finance issues, venture capital, mergers and acquisitions, as well as on U.S. and Indian law. Shiv co-founded HealthScribe, Inc. which was one of the first U.S. companies to source medical transcriptions from India.  He also was a co-founder of FirstRing, Inc., one of India’s first independent call centers.

Shiv is the past President of TiE Southern California and was the Chair of the Governance Committee of the TiE Global Board of Trustees.  He is also a member of the Board of Counselors at the Chapman University School of Business and is a member of the Board of Directors of OCTANe and of the Association of Corporate Growth.

Shiv sits on the Board of Directors, and is a member of the board of advisors, of various companies.  He was named one of Southern California’s Super Lawyers by the Los Angeles Magazine.

Matthew Hill

Matthew Hill is the General Manager for the Middle East & India Sub-Con (MEIP) trade in the North American Trade & Marketing department at Maersk Line.

Matthew started with Maersk Line in February 2005 working as a Business Development Account Representative in our Northeast US Regional Sales department. There he managed and developed opportunities with US customers importing and exporting across various trades and market segments. Matthew first entered the commercial side of the business as an analyst with the North American Area Line Management team in 2007 in the NAM/Mediterranean trade. His responsibilities grew to also include the NAM/Africa and NAM/MEIP trades.

Under his current role, Matthew manages a team of analysts in the Chicago, IL, office and focuses his efforts on a more tailored trade & string specific role with respect to the NAM/MEIP trade and services.

Jim MacLellan

As Director of Trade Services for the Port of Los Angeles, Jim MacLellan is responsible for the direction and management of outreach to beneficial cargo

owners and their professional associations. He is also responsible for trade promotion programs to encourage increased trade through the Port of Los Angeles and the Southern California Gateway. This includes outreach efforts to encourage local small to medium size business to consider export markets.

MacLellan has held this position since January 2007, and previously was Director of Marketing, at which time he directed marketing programs, coordinated the activities of the Port's ten international offices and worked with both customers and service providers to help build the Port's long-term clientele. Prior to joining the Port of Los Angeles in 1992, he spent more than 20 years working in the international shipping industry.

MacLellan holds a bachelor's degree in economics and political science from Sir George Williams University. For a number of years he taught a course on International Shipping at UCLA Extension as well as for a special international MBA program at the Anderson Business School. In 2008 he conducted a course on trade and shipping at the Monterey Institute of International Studies (The Graduate School of International Policy Studies). He is a Director of the U.S. - Mexico Chamber of Commerce (Southern California), the Foreign Trade Association (Southern California), the French - American Chamber of Commerce, the Southern California District Export Council of the U.S. Department of Commerce (2008) and the California Council for International Trade (merged in 2007 with the California Chamber of Commerce).

Subhash Sharma

Joyce Sloss

Joyce Sloss is the director of the Business & Job Resources Center (BJRC), Los Angeles World Airport’s (LAWA) central, one-stop resource and clearinghouse for

LAWA contracts, employment, training and work experience. She is primarily focused on developing and implementing policies and innovative new programs that connect emerging businesses with opportunities and community residents with jobs, while also helping LAWA divisions, tenants and prime contractors meet their strategic objectives in regards to the modernization of LAX.

Before heading the BJRC, Ms. Sloss oversaw a number of important projects for LAWA, including LAX master plan research that required the benchmarking of public operations for customer service, efficiency and cost effectiveness; serving as project manager for the reengineering of LAWA’s contracting processes; and serving as program director for the residential acquisition division, where she supervised a full-time staff of 18 and more than 100 consultants as she managed the relocation of more than 5,000 residents.

She also held the position of manager for the Small Business & Job Opportunities Division (SBJOD) – the precursor to the BJRC – six months before and right after the 9/11 attacks. In crafting LAWA’s response to the resulting economic downturn, she and her staff conducted informational workshops for airport employers, job fairs for airport employees, and assistance for local small businesses. During this time, she also served on LAWA’s Economic Impact Analysis Task Force where she coordinated closely with airlines, labor and airport businesses. For their outstanding performance after September 11, the SBJOD received the City of Los Angeles’ 2002 Career Service Award, an honor given by the City Council in May 2003.

Cynthia Torres

Cynthia Torres is the Director of the Coachella Valley Export Assistance Center and currently serves as the Global Energy Team Leader for the U.S.

Commercial Service, where she helps companies increase sales to new global markets. During her time in the Coachella Valley, Cynthia gained first had knowledge and experience with a number of emerging technologies in the renewable energy sector.  Her passion for the industry led her to lead numerous trade promotion projects in support of advancing U.S. renewable energy exports. 

She has served as an ITA observer to the Asia Pacific Partnership for Clean Development & Climate (APP) in 2006 & 2007, led the recruitment of two solar energy trade missions to India in 2009 & 2010, and has most recently supported the implementation of the National Export Initiative’s Renewable Energy & Energy Efficiency export Initiative

Joseph M. Tosto, Jr.

Joe Tosto currently serves as Export Administration Specialist, based in the Irvine, California office of the Bureau of Industry and Security, U.S.

Department of Commerce. Provides regulatory assistance on the telephone conducts outreach events and serves as an instructor on Dual-Use items in the spheres of National, Homeland, Economic and Cyber-Security. Traveled to India as Delegation Leader, for “Industry Government Outreach Planning Workshop” with Indian Ministry of External Affairs, the Ministry of Commerce and Industry, the Confederation of Indian Industry and its association members. Resulted in better communication and understanding of what Indian businesses feel is necessary to both increase business and comply with both Government of India and U.S. regulations.
He has held management positions as Regional Sales Manager and District Manager of major logistics and freight forwarding companies for over 23 years and has traveled to 22 countries for international business. He served in the United States Air Force Strategic Air Command (SAC) in the United States and in the Tactical Air Command (TAC) in Southeast Asia where he earned the Air Force Commendation Medal for his service in Vietnam.

Azad Virk
